Why they're different things
A water softener removes dissolved hardness minerals (calcium and magnesium) to stop scale — it protects your water heater, dishwasher, and fixtures and makes water feel soft. A water filter removes chlorine, chemicals, taste, odor, and sediment so the water you bathe in and drink is cleaner. They target different things, so a softener alone won't fix chlorine smell, and a filter alone won't stop scale.
Which does your home need?
If your issue is scale, spotting, and stiff laundry, you need a softener. If your issue is chlorine taste, smell, and dry skin, you need a whole-home filter. If you have both — common in Central PA — you need both, often installed together at the main line. For drinking water specifically, add an under-sink reverse osmosis system.
